Sri Lanka peace talks start on calm note

NAKORN PATHOM, Thailand (Reuters) - The Sri Lanka government and Tamil Tiger rebels ended a first day of peace talks on Monday by agreeing to speed up rehabilitation projects while pushing back acrimonious military negotiations. Successful aid projects are needed for a donor conference set for Japan, but have been overshadowed by army calls for the rebels to begin disarming in response to Tiger demands that the military allow displaced Tamils to return to their homes inside security zones in the north.

The rebels in Sri Lanka say they no longer have child soldiers in their ranks. But in whispered interviews, villagers told of a relentless recruiting campaign.Ten days ago, at least 18, and possibly 60 or more, young people, according to different villagers' estimates, were taken off to join the Liberation Tigers of Tamil Eelam, one of the world's most ruthless and effective secessionist movements. Many of them were boys and girls, some as young as 12.

US closes in on South Asia's "strategic jewel"

To gain access
to the "strategic jewel" that is Trincomalee, one of the world's biggest natural deep harbors, Washington
has "persuaded" India to step in as its proxy to extend its influence over the port without overtly
arousing suspicion of superpower hegemony.
To make this move possible, the US, as part of establishing
its long-term presence in Asia, has successfully
pressured the Liberation Tigers of Tamil Eelam (LTTE) - who have been fighting for nearly two decades for an independent homeland - to persevere in their peace talks
with the Sri Lankan government.
