Indian military expert to advise Sri Lanka on resettlement of Tamils
Associated Press,
Fri January 31, 2003 06:03 EST .
SHIMALI SENANAYAKE - Associated Press Writer - COLOMBO, Sri Lanka - (AP) An Indian military expert will advise Sri Lanka - 's government on how to resolve a dispute over resettlement of tens of thousands of ethnic Tamils displaced from areas occupied by government security forces, a senior official said Friday. Nambiar visited Sri Lanka - in December and suggested in preliminary recommendations at that time that the military remain in the ``high-security'' areas until the Tigers disarm. His upcoming report is not expected to deviate significantly from his original advice. The rebels have agreed in the peace talks to abandon their earlier demand for secession and accept self-rule in Tamil-dominated areas. The rebels accuse the country's Sinhalese majority of discriminating against Tamils in education and jobs. About 65,000 people have died in the fighting.

Analysis: Sri Lanka's child soldiers
BBC,
January 31.
The UN children's agency is trying to find out what Sri Lanka's Tamil Tiger rebels are doing about their child soldiers. The issue is casting a shadow over peace talks.Allegations of child recruitment have dogged the Tamil Tiger rebels for years. Some of the surrendered Tiger male fighters are obviously underage because their voices have not broken yet
So much so that they have become a powerful propaganda tool used against them by the Sri Lankan military and other opponents.
There is no doubt the rebels have extensively recruited under aged fighters - boys and girls sometimes as young as 12-years-old. Many have been forcibly abducted from their parents. The Sri Lankan Government and the United Nations children's organisation (Unicef) have been made aware of the problem but have not yet done anything to help return home boys like Ganesh and Haran.
